Our clients find our creative approach to construction management challenges reduces risk and improves outcomes and successes.Building in Los Angeles has become increasingly challenging due to increased zoning and haul route restrictions and the various Interim Control Ordinances (ICOs) implemented in numerous neighborhoods across the City. These include the Baseline Mansionization Ordinance (BMO) that was enacted in response to the perceived proliferation of out-of-scale development in neighborhoods. The Baseline Hillside Ordinance (BHO) establishes regulations relevant to percentages of the lot for the hillside areas including limitations on size, square footage, allowable grading, as well as the allowable height of a structure based on the degree of incline or slope of the lot. Enforcement of haul route policies significantly impact building projects by dictating a project’s amount of imported and exported soil by cubic yards, the number of trucks allowed per day, the daytime hours hauling is permitted and their path of travel. Approvals for haul routes are required from the City of Los Angeles not only for the project’s location, but also for any adjacent jurisdictions the trucks may traverse in their path out of the City. In the neighborhood known as the “Bird Streets”, the amount of permissible hauling is limited further by calculating the number of truckloads per day shared among all projects in the area.Stonemark’s extensive first-hand experience with the complex codes of the numerous and varying jurisdictional requirements within the County and City of Los Angeles is essential to shepherd your project through to successful approvals and project completion.
